There are groups of people on this platform who think they should determine how much value a post should have. So if someone is more successful than they think they should be they start downvoting to take the rewards away. Rather than focusing on scammers, plagiarisers, or spammers, these people try to take on the steemit success stories.

Not true. These same people could upvote themselves with this power. Giving them the same amount of money haejin is taking. They chose not to. The whale who upvotes himself 10 times a day is the bad whale. The one who downvotes him because he upvotes is obviously not in it for the profit
Haejin started upvoting himself to counter the downvotes. This did not begin with @haejin upvoting himself. It began with grumpycat flagging @haejin because ranchorelaxo started supporting him.
