Have you ever heard of Jerry Pournelles' Iron Law of Bureaucracy?
In any bureaucracy, the people devoted to the benefit of the bureaucracy itself always get in control and those dedicated to the goals the bureaucracy is supposed to accomplish have less and less influence, and sometimes are eliminated entirely.
I see this happening in our institutions particularly healthcare, like you mentioned and education. The institution itself has become more important then the goals it was set up to achieve.
Not heard of Jerry Pournelles or Iron Law of Bureaucracy, but it certainly sounds something that I wpuld find interesting. Cheers for that I will look him up -
