War 🗳️ Voting Volume 1, No. 1 With 100% Comment Payout: Crochet or Eyes?

After a successful beta version of War Voting, I have decided to launch War Voting with a payout system for the winner.

The three <em>least significant digits of <code>sbd_payout will be compared against the three <em>least significant digits of <code>rshares for each upvoter.
