You aren't allowed to sell it, you have to use it. I found on the Internet that russia has a criminal rate as the USA.
I think if people were allowed to exchange their land and group together for business, not necessarily sell out, it will be a good profit
you could go as a family (e.g. 5 persons) there and get per person with at least 18 years this area. It would make amazing 50.000m² for free. pretty nice ^^
