I don't think many people have influence with those at the top all we can do is create our own culture. If enough people buy in to it then change will come.
It's the people who are active now that are the ones setting the tone. People will follow the behaviour they are shown when they join so the main thing is to set them on the right path from the beginning.
Once you have enough people working the same way then it's up to the others to adapt.
