While i agree that doing as you suggest is a great idea, i disagree on who should be doing it.
Instead, i would suggest idling vests in excess of 100mv until the community grows enough that oulier accounts stop having such an outsized impact on who is allowed to grow.
(This parameter can be adjusted as the community grows.)
The crossection of golden boys is too incestuous for my tastes.
I prefer the broader distribution giving smaller accounts a bigger vote will bring.
I personally dont manually vote many posts that have more then 1sbd in payout, and adjust my steemvoter to 1% on well paid accounts i want to follow.

I also see why you would be against this change.
