i know ... the original hayabusa was a milestone but its virtually impossible for the military not to get involved in stuff like that. It's usually how it gets funded actually , if it has potential military application, suddenly the powers that be would be more than willing to fork over the nine digits
and a precision piece of hi-tek like the hayabusa series, able to land on comets ... well ...
