Sure. But one has to choose carefully. Especially the visa conditions differ from country to country. In the Philippines it is comparable easy to get a permanent visa (SRRV = Special Resident Retiree's Visa). Also most people there speak English well.
But of course different people are having different priorities, so it is an individual decision which place to choose.
