I think Cortez is just naive. She is sure she has it figured out, and actually is clueless to how little she actually knows. She is acting on a plan without knowing anything about the actual pieces. It FEELS good to her so she doesn't need to truly think it out, do mental scenario, think about what it would truly take, what the likely outcomes would be, or even look seriously at past examples of nations doing the same thing.
