Cleanliness they say, is next to godliness. A society is adjudged to be healthy, successful and prosperous by the level of its cleanliness.
This brings to note the postulation of a South African Political Activist who sees a society as a mirror through which individuals living therein are rated. According to him, when a society is unkempt and dirty, the inhabitants of such repulsive and sorry environment are viewed to be dirty and unhealthy.
This is indeed a typical example of Owerri, the capital of Imo State and perhaps, the inhabitants living therein especially, the ones that have made it a duty to keep mute in the face of immorality and illegality. It is the burden of a dirty environment.
Retrospectively, in the words of a former Governor in the state, "sacrifice a little and enjoy forever". But today, everyone has stopped sacrificing…why? Because the once earlier sacrificed did not yield any positive result.
It is a known fact that no one can accept to be deceived the second time, this is why those commissioned to ensure the cleanliness of our environment should be people of proven integrity, people of unsoiled image, individuals of capacity and class and not yomen!
All these attributes of a performer, the GM of ENTRACO has non. One of the reasons why he was hired by the rebuild government was to sanitize the capital city of Owerri in particular and the state at large from being littered of trash and garbage of refuse, but ironically, the reverse has remained the case.
In the philosophy of Martin Luther King Jnr, "in an environment when those expected to speak out against bad governance are keeping silent, two things are involved; it is either they are induced by humans or they are bewitched by the spirits".
Recall that Owerri, the capital of Imo State was rated as the cleanest city in Nigeria for three consecutive uninterrupted times? This is indeed a huge applause to the government in power then.
But today, the once rated cleanest city has become the shadow of itself, it has become a mockery rhythm when the name "Owerri" is mentioned. The glory of a clean environment has eluded the city and by extension, the state in general.
It is a sacred fact that in governance, there are certain positions that are strictly reserved for professionals, these positions are not used to settle political allies or associates, those positions are exclusively kept sacrosanct for technocrats and workaholic people.
The said positions are not used to compensate brothers, sisters, paternal and maternal uncles, cousins or aunties. One of such positions is ENTRACO. The situation of things now in the state requires urgent intervention of Governor, Emeka Ihedioha to overhaul this agency before his government is dragged to the mud.
Anyway, the tune and theme of this article is not to call for the sack of the General Manager of the agency, but our PART TWO of this article will sincerely reveal 50 reasons why the ENTRACO Boss must be relieved of his position forthwith for failing to bring about a healthy and clean environment.
A closer look at the rate of refuse and trash piled all over the state capital, from Akwakuma, Amakohia, Works Layout, Orji, World Bank, Control Post, Umezuruike, Douglas and Egbu Roads, the story is pathetic.
From MCC, Tetlow, Wetheral and Bank Roads, from Anokwu, Christ Church, Ikenegbu and Lagos Streets, the heaps of refuse are callously intimidating and embarrassing. What more can we say than to advice the ENTRACO Boss to resign honourably having succeeded in bringing shame and reproach to the rebuild administration and the state government as well.
The annoying part of the whole scenario is that there is no sign that things will improve, rather, the situation keeps increasing on daily basis.
The lackadaisical attitude of the GM of ENTRACO to confront headlong the embarrassing sanitation situation of the state showed that he has exhausted his welcome in that office, and should not be taken serious anymore.
Without sounding immodest and disparaging, owing to the level of disgrace the management has brought to the state, one would stop at nothing but to convincingly describe the appointment of the ENTRACO Boss as 'a bad omen to a bad rubbish' which no doubt, is not worth it.
Aside appointing him in error, his abysmal performance so far has proved that he has exhausted all chances available to him to improve, hence the need to flush him off before the state is plunged into widespread epidemic.
It is said that charity begins at home, a closer look at the corporate office of ENTRACO along Aba road will convince you that no one gives what he does not have. The whole environment is a warehouse for epidemic considering its physical outlook.
This shows that the GM had failed at home and as well should not be seen as determined to perform magic overnight. What do you expect a man who has failed in his home to do generally?
Quite painfully, not minding that they have failed to nip the ugly trend in the bud, and create a serene environment where cleanliness will be seen as the watchword, officials of the agency are only professionals in extorting money from motorists and commuters, their illicit act are mostly perpetrated along Douglas, Okigwe, Orlu, World Bank, MCC, Egbu, Aba and Tetlow roads.
It is a village idiom that when a child abandons a fight and starts throwing sand or stone, it shows that he is being defeated. In this case, the young GM of ENTRACO has been defeated and as such has nothing again to offer.
The continued stay in office of the ENTRACO Boss triggers questions as to whether his appointment was motivated by paternal, maternal, biological or fraternal connection? but in all, a Monkey will continue to remain a Monkey even when taken to America.
This is indeed one of the causes of the burden of this dirty environment we have found ourselves today in the state. To be continued in our next part.
