The action taken by the chief is definitely cruel and worthy of punishment but hatred is an emotion and the basis of law does not rely on emotions but evidence. I mean you can't take legal actions against a person because you heard someone said something hateful about you, how would you prove it? Is there any substantial evidence?

I mean we are all entitled to have different perspective about people either good or bad, in order to take legal actions against an act of hatred, it has to be worthy of proving in court.

Yes, there must be substantial evidence to take legal action. That is why most of them go Free.
