As it could be a dividend generating asset / utility (votes...) I would believe higher. Aren't all the ETH 1.0 supposed to be converted to ETH 2.0 1 for 1 ?
No,there will be a contract on Ethereum 1.0 that will let you convert ETH into ETH2, it's a one way street so if Ethereum 2 fails all the capital will be wasted, that's why I think ETH2 might initially trade at a discount to ETH to account for the risk.
As Ethereum 2.0 gets better and stronger I agree with you that ETH2 will become a more attractive asset because of its dividend generating properties.
