This can run via heroku right? If so, I might have a free one to run this, that I am not using anymore for the @atexoras.pub old DLUX server.
It can be but heroku is not for free anymore. If you can host it for free on your server, go ahead. We can create a special branch for Heroku.

Although on the website it says it would cost me 0$ for the basic stuff. Do you know if by still providing a credit card you still can enjoy from one dyno with enough hours for a full day (every day)?
From what I know, the cheapest Dyno costs $5 per month.
I used to have account on heroku when it was free. After changes there was no option to still keep it free.

would it be possible to add "user have reblogged" option to the settings?
That way one could do
word is: someword
reblogged: yes
So if a user has reblogged and made a comment with the given word, they're in the list.
