The right organization of work will reduce costs

Think about how often do we see uncoordinated jobs from different departments of the city economy? First, put the new asphalt, and then a month later they dig it, to replace the pipes on schedule. This is often not only in Russia, but throughout the world. Optimizing a single service job is not a difficult task.

Within the boundaries of one organization, it is easy to check that curbs are brought and laid before they start to make asphalt, and not after, break it down. But to unite everyone working in a single municipality into a single system is an ambitious goal.

This issue underlies the research of Professor Tarek Zayed and Amin Hammad, a technical specialist and their colleague from Concordia University in Montreal, meticulous scientists have calculated the benefits to be gained from the coordination of information in the municipality. As it turned out, their work was recently published in the journal "Building Engineering and Management."

In Canada, there is a huge budget deficit for infrastructure, estimated to reach $ 123 billion in 2007, and this number is increasing by about two billion per year. Thus, there is an urgent need for more effective use of funds - the city government loses a lot of money because of inadequate management, which, incidentally, all citizens pay taxes.

To prove to the municipal services the need for optimization and coordination of efforts, the scientists created their own unique systems to manage the available assets. It examines the physical condition of infrastructure facilities, maintenance costs throughout the life cycle, user facility costs and replacement costs.

Within this framework, three main models are used: databases containing detailed inventories of road and water network assets; Key performance indicators (KPIs) to work with objects; and an optimization algorithm for action planning. The program code simulates thousands of scenarios to find the optimal.

Researchers from the University of Concordia use their system in real conditions - in the city of Kelown, in California America. Once they get all the information about the road and communication below them, the calculations show that the cost for the infrastructure facility's life cycle can be reduced by one third (33 percent), and the cost of the facility's users - by half.

Experiments also show potential for inclusion in sewerage, electricity, gas and telecommunication systems - they must also be repaired or changed over time in different areas.

Recommendations on inter-service coordination of work appear clear and do not require proof, it just follows from common sense, but in reality, proper coordination between various city companies is a very difficult task that is practically not resolved anywhere. Services operate independently of each other, and plans for this year are taken without regard for others.

The next goal for the implementation of their troops, they call Montreal big, with the authorities they are trying to agree on the implementation of their system. Better coordination of work should lead to improved road surface conditions, where in Canada's second largest city there is a clear problem. Every day about 2,000 holes are repaired on the asphalt.

An integrated approach should optimize budget spending to restore infrastructure and improve the quality of work. There is no such system in Russia - each of us can provide an example of uncoordinated work, which eventually turns into a waste of money. With our scarce resources, this is just an unacceptable luxury.
