When will SegWit become active on the Bitcoin network?
BIP91 has locked in, but that doesn't mean SegWit is activated at once. It will take another activation period before SegWit locks-in on the Bitcoin network. The next SegWit activation period starts on July 28, 2017. SegWit should lock-in two weeks later, on August 11, 2017.
After a 2 week grace period, it is expected SegWit will finally be activated on August 25, 2017.
There's still a small chance mining pools stop signalling for SegWit, but at this point it's very unlikely. The risk of a Bitcoin split is therefore very low in my opinion.

Don't think we will see BTC over 3k until after that August 25th at least. Could see some downward movement until then. In my opinion but will see. I want to load up BTC around 1300.

I am with you, it appears Segwit is a go and worry should be off of the table for now. However, with places like Coinbase saying this like this "BTC Buys/Sells/Withdrawals will be Temporarily Disabled on July 31
Due to a potential fork of the bitcoin blockchain, all BTC buys/sells and withdrawals will be temporarily disabled beginning on July 31." It might make the average joe a little nervous
