I hadn't heard of this concept, or its reality apparently, before. It raises some questions I'm sure the white paper would answer, or may have been answered in some other comments. I saw the conflict with existing governments and rules addressed in the comment. I only hope that setting an example will have some impact on how things are done in the rest of the world.
